R.W Hart and Associates


Mr. Hart began his career in electronics in 1960 as a US Air Force Instrument Flight Instructor (Link Trainer). Since then he has acquired extensive experience in telephony ranging from Central Office Equipment Maintenance to Middle Management directing National Service Delivery
Operations.

Mr. Hart achieved and maintained certification as a Disaster Recovery Planner during his tenure as Director - Regional Minicomputer Technical Support. He still holds the National Emergency Number Associations (NENA) Emergency Number Professional (ENP) certification. Mr. Hart has held the FCC Advance Class Amateur Radio Operators license since 1967.

He is a graduate of the Baltimore City College and has studied at the Baltimore Jr. College, University of Maryland, Johns Hopkins University, and the University of Pittsburgh Graduate School of Business.

Mr. Hart retired from Verizon Communications Inc. in November 2003 as the Director National 9-1-1 Network Operations. He was responsible for Verizon's 9-1-1 Network throughout the Continental USA and Hawaii.

Significant Accomplishments:

Organized and conducted the first electronic switching maintenance training program in the C & P Telephone Companies.

Supervised statewide large PBX installation and repair. Work included the customization of a military wide-area conferencing system that was used in Maryland's initial Emergency Medical Communication System.

Developed and executed plans that lead to the improvement of telephone service in Baltimore's inner city.

Developed and executed plans that lead to in-house minicomputer maintenance of DEC, IBM, and HP systems. Project included the clustering of deployed systems in centrally located centers. Net benefit from 1983 - 1993 was a cost avoidance of well over 25 million dollars.

Directed and Managed the implementation of E9-1-1 throughout the C & P Telephone Co. territories (MD, DC, VA, and W VA.).

Chaired TCOMM, the Bell System supported organization of middle level managers involved in self-maintenance of minicomputer based operation support systems.

Chaired the National Electronic System Assistance Center (NESAC) middle level managers support group's subcommittee (MCUP) which was charged with the development and delivery of the CSCANS automated switch software patch delivery platform.

Directed Bell Atlantic's first computer system integration response to a US Government bid.

Organized and managed the Regional Minicomputer Maintenance and Operations Support organization that was created after the formation of Bell Atlantic.

Organized and managed the Regional 9-1-1 Support Organization that was created after the merger of NYNEX and Bell Atlantic.

Organized and managed the National 9-1-1 Service Delivery Organization that was created after the merger of Bell Atlantic and GTE.
